Review land compensation rates

ITANAGAR, Aug 26:  Members of Project Affected Peoples’ Forum (PAPF) have appealed to the GoAP for early review of the land compensation rates based upon the proposal of Anini DC against the execution of proposed EHEPCL 3097MW project over Talo and Dri rivers in Dibang Valley.

A team of PAPF executive members, who met the state Secretary Land Management at his official chamber here today, claimed that the land rates fixed for various categories approved earlier by the GoAP for Dibang Valley is very low in comparison to the rates approved for neighbouring districts Lohit and Anjaw.

The people of Dibang Valley strongly object to the disparity in land compensation rates since the topography, altitude, climate, flora and fauna of Lohit and Anjaw is similar to Dibang Valley, the Forum said and sought early review of land rates for payment of the compensation packages to the project affected families.

 

Farmers' training by KVK

ITANAGAR, Aug 26: Tawang Krishi Vigyan Kendra (KVK) conducted training for farmers on off season vegetable farming at Khimney village, Tawang Wednesday.

The subject matter specialist in horticulture of the KVK imparts training to the farmers on offseason farming of vegetables while the SMS in plant protection educated them on integrated disease and pest management of vegetable crops.

Later, the attending farmers get their all doubts and queries cleared and answered by the resource persons during the interaction session.

 

Awareness prog for adolescence girls

ITANAGAR, Aug 26: KVK, Papum Pare held an awareness programme on adolescence health and hygiene at the training Hall of CDPO office, Doimukh.  

Subject Matter Specialist Home Science of the KVK Nane Taga, said adolescence is a period of rapid physical growth with a corresponding increase in nutritional requirements to support the increase in body mass and to build up stores of nutrients. The daily intake of nutritional requirements increases according to some factors, such as age, gender etc, she said.

Later, she interacted with the adolescent girls and answered their queries.

CDPO Tana Chammro of Doimukh Block explained about the importance and vulnerability of adolescence as transitional phase of life and made them aware about advantages of taking right decision at this stage. The programme concluded with distribution of hygiene and sanitation kits to all the 27 adolescence girls from Doimukh block.

 

Seva Dal remembers Hardikar

 ITANAGAR, Aug 26: The Arunachal Pradesh Congress Seva Dal (APCSD) today observed the 40th death anniversary of  Dr. Narayan  Subbarao  Hardikar, the founder of Indian National Congress Seva Dal at Indira Gandhi  Bhawan, Naharlagun today.  The  Seva Dal cadres led by its chief organizer Kipa Kaha paid floral tributes to the portrait of Dr. N.S Hardikar on the occasion.

In his speech Kaha remembered  Hardikar as a true freedom fighter and a real Congressman. Born in 1889,  he  was instrumental in founding  the  Congress Seva Dal in 1923, Kaha said. All the Papum Pare district and City Congress Seva Dal have  attended in the programme.

 

Learners’ assessment test under SBM

SEPPA, Aug 26: A learners’ assessment test of neo-literates under Saakshar Bharat Mission programme was organized in different GP centres in  East  Kameng district on August 23 last.

 The Seppa DAEO, who is a member secretary of the programme, along with block and district coordinators visited Pompoli area and expressed satisfaction over the participation of large number of learners including women and  the Preraks in the programme.

 

Training prog for farmers

ITANAGAR, Aug 26: Krishi Vigyan Kendra, (KVK) Upper Subansiri district has conducted a  one-day multi-disciplinary training cum demonstration programme at Soki village in the district on August 25. Twenty seven farmers and farm women from Soki and nearby villages attended the programme.

During technical session, Nyape Bam, SMS, Soil Science, who is the programme coordinator in-charge, conducted  training cum demonstration on “Composting” and “Nutrient application in orange orchard in terrace”. Farmers of Upper Subansiri district are using negligible chemicals in their fields and Deputy Commissioner of the district is also encouraging the farmers to go organic.   Therefore, Composting is one of the alternatives of organic nutrient source to the plant which can be prepared in farmer’s field or home. It also prevents environmental pollution in addition to recycling of natural nutrients.

Another resource person Arvind Pratap (SMS Agronomy) has delivered a lecture on “Scientific cultivation of Soyabean and Maize” which was followed by a lecture on “Nursery Pond management” by Dipjyoti Bora (PA Fishery).  

The programme concluded with Maize seed distribution to the farmers. This was followed by farmers’ field visit.

 

Rs 1 lakh handed over to beneficiary under NFFCL scheme

ITANAGAR, Aug 26: Papum Pare district Fisheries Development Officer(FDO), Nabam Tania has handed over a sum of Rs 1 lakh in cheque under the National Federation of Fishermen Cooperative Ltd (NFFCL) scheme to Nabam Tate, a nominee of Late Nabam Kocha of Village Lower Kanebung under Sangdupota circle today. According to postmortem and Police verification report, Late Nabam Kocha was electrocuted on 17th September, 2015, informed the FDO in a release.

Late Kocha was insured under the Scheme of National Federation of Fishermen cooperative Ltd. New Delhi  in collaboration  with State Fisheries Department Govt. of Arunachal Pradesh. 25% of State  Matching share is borne by Fisheries Department for the part-time and full- time Fishermen who is doing fishery related activity in the State. Fishermen need not to pay single Rupee to Insurance company as premium, the release said.

In Papum Pare District a total of 1945 fishermen have been insured under this Scheme till date.  The scheme is first of it kind which is implemented in Papum pare district of the state.

 

Dengue control measures taken in Upper Siang

YINGKIONG, Aug  26:  Following   the report of Dengue positive cases in Upper Siang district,  an entomological team headed by Dr. K M Lombi, ZMO, Western Zone, Kimin  has conducted a two-day  intensive source reduction activities in various localities in and around Yingkiong on  August 24 and 25.

During the visit, the team found adult mosquitoes inside the houses and its surroundings.  The  team also found  large numbers of Aedes mosquito larva in small water bodies  in upside of bamboo posts used as fencing  support and also in all bamboos used as construction items which were stacked outside the house compounds.  Mosquito larvas were also found in rubber tyres, plastic and metal containers during the  resource reduction activities.

However, the positive side is that all the people are aware of prevalence of Dengue through media and  awareness activities in schools.

Other team members included S K Newar, State Entomologist (IDSP), two insect collectors and Dr. India Modi, DVBDCO, Upper Siang and his team.

Meanwhile, it was decided that the District Malaria team will continue its house to house survey to find out breeding places of Aedes mosquito larva and bring awareness on Dengue control  measures. DIPRO

 

Radio talk on communal harmony

ITANAGAR, Aug 26: All India Radio (AIR)’s Arun FM (Freq. 103.1 Mhz) will broadcast a (radio) talk on communal harmony by All Arunachal Pradesh Students’ Union (AAPSU vice president (Pro) cum Chairman Communal Harmony Happy Toko and Coordinator cum vice chairman (Communal Harmony) Khyoda Mission on August 27 at 1.10 pm and 8 pm. Repeat broadcast of the programme will be at 8 pm on August 31.

The students union appealed to all citizens of the state to maintain peace and harmony. At the same time it cautioned those anti-social elements trying to create disharmony to refrain from such activities.

 

Thorough inquiry demanded on girl death case

ITANAGAR, Aug 26: All Monpa Youth Association (AMYA) has strongly demanded the law enforcing authority to conduct a thorough inquiry to unearth the truth behind death of Lobsang Choten. The Itanagar police recovered the decomposed body of the 18-year-old girl Choten from an empty house near Pahalwan mod (turn) between Itanagar and Naharlagun few days back after she went missing on August 18.

 

Football talent hunt

ITANAGAR, Aug 26: Football talent hunt cum coaching camp for players of age group between 8-15 years will be conducted at Rajiv Gandhi Stadium, Naharlagun from September 5 to 14. Interested players are suggested to enroll their names at Arunachal Pradesh Football Association (APFA) office at RG Stadium, Naharlagun, according to an APFA release.

APFA also informed that the state level women league will be started from the first week of October, 2015.

Clubs, teams and district willing to participate in the league are suggested to contact Kipa Niba, Secretary, Women Football Committee, for further information.

 

DRDA staff to launch pen & tool down strike

ITANAGAR, Aug 26:  Members of the All DRDA Staff Welfare Association (ADRDASWA) have in a meeting held here today decided to launch its first phase of pen down and tool down strike from Aug 31st next to Sep 4th following the GoAP’s alleged failure to fulfil their demands.   

The ADRDASWA had earlier submitted a memorandum to the Chief Minister on Aug 10 last, demanding immediate absorption of DRDA borne staffs before Aug 26th 2015 into the line department and implementation of  DRDA administration guidelines issued by the MoRD.  

 

Landslide and flood cause damages at Chambang

ITANAGAR, Aug 26: The All Chambang Area Youth Forum in a release today claimed that due to the heavy rainfall and landslide, water pipeline at Chambang has been destroyed. Further they alleged that due to non-availability of 75mm water pipe with the concern authorities, the repairing work has not been done till now.

Forum also claimed that flood water has washed out the temporary wood bridge over river Torung due to which Chambang circle is cut off from rest of Kra Daadi district. They have appealed to the authority concern to take urgent steps to help the people of Chambang area.

 

Anti-tobacco prog conducted

ITANAGAR, Aug 26: The health and family welfare department under the National Tobacco Control Programme and VHAAP jointly conducted  anti -tobacco programme in VKV, Itanagar today. Around  200 students of classes VIII, IX and XI and teachers  were benefitted  from it.  The resource persons in the programme including Dr.B Natung, State Programme Officer, NTCP, Dr. Syam Tsering Cancer, Oncologist, Dakrik Gara, Project Manager, VHAAP observed that consumption of tobacco is increasing day by day in Arunachal Pradesh.  They asked the students not to become the victims of tobacco related products and also to create awareness among the people about the bad effects of tobacco consumption.

Power point presentation of tobacco related health problem, data on tobacco consumption and   highlights on tobacco related death rate in the country were  the parts of the programme.

SEPPA,  Aug 26: The members of Pompoli Area Welfare Development Society  along with also with SMDC members organized a three days social service at Govt. Higher Secondary School, Pompoli  yesterday.  The volunteers constructed 2 kitchen rooms as well as fencing of the school boundary to prevent encroachment in school campus during the social service.

Relief for Tuki as SC stays HC order for CBI probe

NEW DELHI, Aug 26: In a relief to Chief Minister Nabam Tuki, the Supreme Court today stayed the Gauhati High Court order for a CBI probe into corruption allegations of awarding contract works as a PWD Minister to his family members.

A three-judge bench headed by Chief Justice H L Dattu also issued notice to the CBI and others on the chief minister's plea against the August 21 order of the high court.

The bench, also comprising justices V Gopala Gowda and Amitava Roy, granted the relief after senior advocate Harish Salve raised the matter.

Earlier on August 21, Gauhati High Court had directed the CBI to register a case and initiate investigation against the alleged transgression of Tuki, awarding contract works to his family members without following the norms and procedure when he was the PWD minister.

The CM had alleged that high court acted in a "hot and haste manner" and got all the PILs transferred from Itanagar bench to principal bench at Guwahati.

"The present SLP raises important questions as to whether the high court without hearing the parties should have passed an order ordering a CBI enquiry into various ten-year-old contracts, which have already been completed," the petition said.

Allegations include questionable award of contract work worth Rs. 3 crore for construction of low-cost housing for Safai Karmachari, staff quarters for Rs. 52 lakh as well as the contract of house-keeping and catering service of Arunachal House at New Delhi and the construction of boundary wall of a Kendriya Vidyalaya for Rs.13.81 lakh.

 

 

Mon Region MLAs meet Rajnath Singh reiterating Autonomous Council demand

NEW DELHI, Aug 26: A Mon Autonomous Region Demand Committee (MARDC) delegation led by Pema Khandu, Minister Tourism, UD, Art & Culture today met Union Home Minister Rajnath Singh to reiterate  the decade long demand of the people of Tawang and West Kameng (Mon-region) for creation of Mon Autonomous Council (MAC), under the provisions of the Sixth Schedule of the Constitution.

The delegation consisting of Legislators of the two districts met Rajnath Singh at his North Block office.

In the meeting, which was also attended by Union MoS Kiren Rijiju, Union Home Secretary LC Goyal and Union Home Jt. Secretary Shambu Singh; Pema spoke at length to justify the need to create an Autonomous Council consisting of Tawang and West Kameng districts.

Last year; the Centre had constituted a four member high level committee to deliberate on the demand of the people of Mon-region for an autonomous council. The committee headed by Shambu Singh visited Tawang on February 25th 2014 and met the members of MARDC and interacted with the general public to prepare and later, submitted a report to Home Ministry for further decision.

However, there has been no development since then.

Pema expressed confidence in the Modi led government for a positive decision.

The Home Minister instructed the members of MARDC to move the file through the Union Home Secretary LC Goyal for Government decision.

Deputy Speaker of the AP Legislative Assembly TN Thongdok, Parliamentary Secretary Phurpa Tsering also participated in the discussion.

Parliamentary Secretary Khumsi Sidisow, MLAs Tsering Tashi, Japu Deru, Chairman DoKA Affairs Jambey Wangdi, members of MARDC from both the district of Tawang and West Kameng - Nawang Sempa, Dorjee Norbu, Sonam Thungon, Dr Lobsang Lhendup and Tsering Wangey also attend the meeting.

 

 

No one’s baby with bad infrastructure, Itanagar loses smart city race

ITANAGAR, Aug 26: Since the last few days intense debate over why Itanagar has not been selected under smart city project is going on in various public forums.

There is a section of people who believes that Itanagar deserves smart city as it is the only town which is cosmopolitan in nature in the whole state, as people from across the Arunachal live here. Another section thinks that Itanagar presents no scope of future growth and therefore it does not deserve this mega project. Considering the pathetic condition of road and haphazard growth of capital region, there is no doubt that situation is quite bad.

Though blessed with enchanting natural beauty, capital complex today resembles an urban jungle. The moment one enters the capital whether from Banderdewa or Hollongi, bad roads welcome the visitors.

A senior government officer in lighter vein once told this reporter, “While coming from Guwahati, we have lunch at Tezpur and after that fall asleep. When a sudden jerk of the vehicle wakes us up, then we know that finally we are inside Arunachal's territory.”

Such is the sorry state of affairs of the capital city. Difficult to accept, but there is no denying the fact that people of capital city are themselves to be blamed for the present scenario. No one seems to care for the development of capital. In fact Itanagar has become the victim of ‘who cares’ attitude of its denizens.

Majority of the population of capital complex comprises of migrant population. Unfortunately, these groups of people have not developed the sense of belongingness due to which they are least bothered about city's future. Majority of the indigenous people of capital region have migrated to places like Doimukh and other interior parts of Papum Pare district. Unfortunately, large section of the migrant population who have faced some sort of trouble during their stay here due to regionalism, biasness feels alienated and therefore have not fully embraced capital complex as their home.

For large section of people Itanagar is just a place to make living. Few people who try to boss around, citing Itanagar, as place of their tribe are responsible for this situation. Once a friend who hails from eastern Arunachal told this reporter, “I never felt like I am living in my own state while staying in Itanagar.”

Unless people living in Itanagar develop the sense of belongingness and take pride in being citizens of the state capital, this place will never develop. Unfortunately, the soul of Itanagar has been killed by its own people. People cry about lack of development but they are the ones who create big hurdle in its implementation. Government authorities alone would never be able to develop any city or town.

Banderdewa-Chimpu four laning project is on the verge of collapse due to greed of the people. The compensation amount is much higher than actual project cost. Government of India is refusing to pay the compensation money. Also the scope for future development is quite low in capital area due to non-availability of land. As per the data available with this daily, more than 800 cases of government land encroachment have been reported with the office of Chief Estate Officer, Capital Complex. This is followed by sector road – 1,116 and national highway-337 cases. From sector roads, colony dustbins and all sorts of quarters (bachelor barracks to Type- V) have been encroached upon by government employees, mostly by occupants and in some cases by public. Forest land has been encroached upon at Karsingsa, Banderdewa, Chimpu, Sinki Park etc.

Also most of the ongoing infrastructure development projects in capital region are progressing at snail's pace. Best example is slow progress of construction of Arunachal State Hospital and Hollongi-Chandranagar road project.

“Even after compensation money was paid, people refused to vacate plot which has delayed the project big time. Also hostile attitude of people living along the stretch of Hollongi-Chandranagar road has made it very tough to work. Every third day at project sites, the laboures are beaten up without any reason. Various unions and associations make it difficult to work,” shared an official of the construction agency. As per the recent report collected by state government, eastern Arunachal has better percentage of implementation of development project than western Arunachal. But as far as fund placing is concerned, western Arunachal, particularly in districts located nearby state capital receives bigger share of fund. However, all these districts are still very backward. The sentiment of some soul might be hurt but the truth is bitter. Perhaps time has arrived for the inhabitants of capital area to do some soul searching and try figure out where things are going wrong.

Coming back to smart city issue, regrettably when most of Arunachalees are coming out to support Pasighat, Member of Parliament from eastern parliamentary constituency Ninong Ering is trying to gain political mileage by trying to portray as if Pasighat will get smart city project because of him. Our honourable MP who rarely raises issues concerning Arunachal in the floor of Parliament is suddenly getting smarter due to smart city issue. But he should not forget that people of Arunachal are smarter than him.

 

 

BJYM holds protest

ITANAGAR, Aug 26: The State Bharatiya Janata Yuva Morcha (BJYM) today organized a protest demanding the immediate resignation of Nabam Tuki from the post of Chief Minister following the directive of high court ordering a CBI enquiry against him for allegedly allotting contract works to his kiths and kins during his tenure as PWD Minister in the Govt. of Arunachal Pradesh. The protest programme was organized at the party office premises, near Civil Secretariat Itanagar.

The youth members gathered in large numbers with placards, banners and shouted slogans against the corruption of the Congress government. The party cadres burned the effigy of Chief Minister for not tendering his resignations so far. The programme was attended by the senior leaders, office bearers, Morcha heads and other party workers.

 

 

 

 

Inquiry ordered into alleged water supply scheme irregularities

RUKSIN, Aug 26: Taking serious note on the alleged irregularity and financial mismanagement in the construction of Water Supply scheme at Debing village under Ruksin block, East Siang,  Deputy Commissioner has ordered Ruksin ADC to conduct inquiry to unearth the facts by constituting a well defined “Inquiry Board”.

The leading villagers of Debing including the Gaon Burahs, PRI members and Congress party workers, who lodged complaint with East Siang DC, alleged that Pasighat division of Public Health Engineering & Water Supply (PHED) department was not executing the construction works properly.

The complainants alleged that construction of sedimentation tank; filter and reservoir of the project were defective and constructed in unsuitable site, while the RCC works were not done as per technical specification. Water supply pipes were laid along the river without erecting girder post, they alleged.

The complainants said they repeatedly approached the PHED officials to select intake point of the drinking water project at ‘Sarkut’ portion of Debing river, but the officials erected the intake point at ‘Lilek’ which is at all not suitable because of water flow during rainy season. Moreover, huge quantity building materials meant for the project were allegedly sold to local traders before completion of construction works.

According to another complaint, the PHED officials forcefully constructed the RCC structures of the project on Debing riverbed blocking  the only way to horticulture fields of the villagers.

DC vide no. ESD/PHE-04/2015 dated 22/7/2015 had ordered Ruksin ADC to constitute an Inquiry Committee to assess the construction.  

The DC issued a reminder on August 12 last urging him to submit the report at an early date.

Ruksin ADC when contacted informed that he was all set to constitute an inquiry board.

Sources from PHE& WS informed that the water supply scheme was sanctioned under National Rural Drinking Water Programme (NRDWP) in December, 2012 and   the sanctioned amount of Rs 72.77 lakhs against the scheme has been released.

 

 

PRI leaders, public resent delay in road construction

ITANAGAR, Aug, 26: The Panchayat leaders and Gaon Burahs (GBs) of Mawai-I, II, Parsuram Kund and Pukhuri, New Pukhuri under Wakro circle of Lohit district have expressed their strong resentment and disappointment over undue delay in completion of the road from BRO to Mawai-I &II-Pukhiri-New Pukhuri (3.965km) under Prime Minister’s Gram Sadak Yujona (PMGSY).

The road was sanctioned in November 2007 and subsequently, the construction works was started in the same year. But, even after more than eight years the road has not been completed, the Panchayat and GBs of those concerned areas said in its reminder letter to the Chief Executive Officer, Rural Works Department.

The road is still to be blacktopped whereas 90 percent of the total sanctioned amounts have  already been spent in the name of construction, they said. Further, no departmental inspection of the road has been made so far in spite of repeated request to take stock of the actual progress of the road work, they rued.  As per guidelines, any road project under PMGSY should be completed within the stipulated time period. In this case, all norms and guidelines have been blatantly flouted by the concern construction agencies, they said, and demanded an inquiry to unravel the cause of inordinate delay in completion of the stretch of the road. They further demanded the RWD CEO to immediately resume construction work in that stretch of the road.

 

 

Over 3000 people take part in week-long disaster awareness prog in Lohit

TEZU, Aug 26: More than 3500  persons from three circles of Lohit district took part in the week-long disaster awareness programme which came to an  end at  Government Higher Secondary School Medo at Wakro in Lohit district yesterday. The programme was launched by the District Disaster Management Authority Lohit in collaboration with 1st NDRF Bn Guwahati under the National School Safety and Community Awareness Programme covering Sunpura, Wakro and Tezu Sadar circles of the district.

Earlier, speaking at an exhibition of disaster management in the DC’s conference hall,  DDMA chairman cum DC Tamiyo Tatak asked the NDRF team and DDMO to sensitize maximum number of people so that  they  can share their knowledge  with other community people.

 Highlighting the purpose of  NDRF team’s visit to Lohit district, the DDMO Damchen Norbu said the basic motive of the programme was to make aware the participants about the disaster and on how to respond quickly during a disaster or an emergency situation.

The DDMO  also requested the school authority to make disaster awareness a regular programme in all the schools of the district.   He also requested NDRF team to visit the district again for conducting community awareness programme in the future.

 The programme included first hand information and drill on importance of pre-hospital treatment and Cardiopulmonary Resuscitation (CPR) during an emergency, besides exhibition and mock drill on flood rescue, deep water rescue, earthquake rescue.

DDMA has already conducted awareness programme and Rapid Visual Survey (RVS) of all the schools under Lohit district under National School Safety Programme (NSSP). School Disaster Management Committee was constituted and School Disaster Management Plan were prepared in all the schools of Lohit district under NSSP. DIPRO

 

 

Poor and unsatisfactory immunization coverage in West Kameng

BOMDILA, Aug 26: The West Siang District Task Force (DTF) review meeting on routine immunization today revealed poor and unsatisfactory immunization coverage in the district and attributed it to erratic funding, non-availability of ambulances, presence of resistant groups mainly religious and the floating population in certain blocks.

Taking cognizance of the issue which would determine the fate of the 11,753 children between the age group of 0-5 years and 1948 children between the age group of 0-1 years and 37445 females in the district, Deputy Commissioner AK Singh called for regular quarterly review meetings so that the future of the pregnant mothers and children are not compromised due to reasons which can be addressed.

Expressing his displeasure over the erroneous reporting system and compilation of data, DC Singh said that though commendable work is being carried out in the district, the easy go nature of the Data Entry Operators coupled with lack of proper monitoring by certain block Medical Officers have resulted in poor target achievement.

Stressing the need of more manpower and health infrastructures in the district, Singh directed the DMO to prioritize issues so that the matter could be taken up by him in the monthly video conferencing with the Chief Secretary.

He also mooted up the idea of setting up of a Corpus Fund; the modalities and legalities of which could be worked out in the due course of time. He suggested for involving the Army in the immunization programme by holding medical camps at regular intervals in the far flung areas of the district.

Saaya visits Darjeeling tea estates to gain knowledge on organic tea cultivation

ITANAGAR, Aug 26: Parliamentary Secretary for Home, Sports and Youth Affairs Likha Saaya visited Makaibari Organic Tea Estate in Kurseong under Darjeeling, West Bengal on August 25 last.

Considering future prospects of organic tea and its booming industry in Arunachal Pradesh, the parliamentary secretary made the visit to garner better understanding of cultivation and marketing of organic tea in the state.

Saaya also interacted with the tea estate’s Manager Sanjay Das and was acquainted with the process involved in manufacturing one of the costliest organic tea costing Rs 1, 20, 000 per kg. Tea tasting was also a part of his tour.

The parliamentary secretary also noted that the climate and altitude of Yachuli constituency is similar to that of Makaibari in Kurseong, which indicates future scope for tea industries, which is in growing demand around the world.

The government of Arunachal Pradesh under the leadership of Chief Minister Nabam Tuki has been encouraging people of this hilly state to opt for cash crops for a sustainable economy through various agricultural and horticulture activities, with stress on the lower belt to cultivate rubber and for higher altitude region to cultivate organic tea and kiwi fruit to name a few.

One of the oldest and largest organic tea gardens in the world, the Makaibari Organic Tea Estate was founded by Late G C Banerjee in 1857 and later established in 1859. The tea estate fulfills the demands of European organic tea and health lovers around the world with the product being exported to Britain, Germany, France and Italy.

 

 

LPA stresses on Master Plan for Pasighat

PASIGHAT, Aug 26: The  East Siang district Local Planning Authority (LPA) in its first meeting held at the DC’s conference hall here yesterday stressed on the preparation of master plan for Pasighat township.

Presiding over the LPA meeting which was convened by the district administration, DC cum LPA chairman Isha Khosla  has stressed on preparation of master plan  with update of land use map. She assured that all the groundwork required under Master Plan preparation shall be done within given timeframe.

She further informed that a signature campaign on Smart City will be organized during ensuring Solung Festival for eliciting citizens aspirations and requirement under the mission. She also laid stress on sustainable urban planning and the administration’s strict role in regulation of development of Pasighat township.

“Take utmost care while framing “Master Plan” including all need based issues for present and future generations, Khosla  said. There is a need for a comprehensive urban infrastructure with  provision of all modern amenities,  she said adding that the administration will also take help of Smart City consultant(s) and pursue the state government for approval.

Earlier,  local MLA Kaling Moyong said “Master Plan” is a statutory document envisaged for orderly and systematic development of the township. It is an ambitious project, he said  and  called upon  the officers and all the stakeholders  to submit their plan and projects to the administration to make the project very successful. Moyong  also assured to extend financial support in this regard.

On the backdrop of the meeting ADC cum MEO Deepak Shinde made a presentation on Smart City Mission (SCM) and its importance in the wake of State Level  High  Power Committee’s recommendation of Pasighat for SCM. Features of a Smart City and strategies to be adopted to attain smart city was explained in details.

Likha Suraj, Town Planner and his Assistant Planner Tani Taloh through power-point presentation explained about the meaning and concept of Master Plan and  the process involved in preparation of  it.

PMC Chief Councillor Denong Tamuk advised all the concerned departments for extending cooperation in the preparation of Master Plan and timely submission of it. ZPC Kaling Dai lamented over the fact that due to non-existence of a proper plan, the township is growing in chaotic manner. He submitted a memorandum to the district administration for extension of Right of Way and its immediate implementation in the Panchayat area for planned growth.

Mechukha bandh passes off peacefully

ITANAGAR, Aug 26: The 48-hour Mechukha Sub-Division bandh given by various organizations of Mechukha sub-division under the banner of Boh Ramo Bokar (Adi) Elite Society, demanding immediate arrest of the culprits involved in the alleged murder of Kali Bulo passed off peacefully early this morning without any untoward incident.

Late Kali Bulo, as assistant teacher of Govt Higher Secondary School, Mechukha, was found dead under mysterious circumstances in his quarter on August 5 last morning. The incident had sparked widespread outrage among the people of area in particular and state in general, following which the Organizations already took out rally at Mechukha town.

The Organizations had been demanding for immediate arrest of culprits involved in the alleged murder of late Kali Bulo, constitution of SIT to expedite the investigation into the mysterious death of teacher and immediate installation of CCTV cameras in all important locations of Mechukha town.

The normal life was crippled in Mechukha town during the 48-hour bandh period as all shops and markets remained closed and all kinds of vehicles were off the roads except for a few police vehicles moving around. The education institutions, private establishments and financial institutions also remained closed.

Meanwhile, the Organizations today submitted a three-point memorandum to the Additional Deputy Commissioner, Mechukha seeking him to issue an executive order to owners of Hotel, Home Stay and caretaker of IB, Circuit House and Tourism lodge to maintain proper record of visitors by collecting their ID proof besides installing CCTV cameras in their hotels, homestay etc. They also demanded for establishment of police beats at '0' point, Chorten Charali and near Town Primary School, Mechukha in order to maintain law and order problem.

 

 

Training prog for woman farmers

ROING, Aug 26:  Around 40 women participated in a farm machinery training programme organised especially for women of the Aadarsh village under the Saansad Aadarsh Gram Yojana at the Multipurpose Hall here today. The three days training programme includes a fourth day of demonstration on improved agricultural implements/machines.

ADO Hdqtr. N Mena introduced the women about the programme and its importance. Resource persons from the Farm Machinery Training and Testing Institute of Assam were invited for providing the training.

A resource person informed that this programme was being conducted especially to introduce women to machinery. "Women are equal to men in every field today. So the same has to be when it comes to use of machinery. Earlier women were involved only in those farm work which did not include the use of machines, but today with the invent of many women friendly machines and awareness of machinery, even women can perform every farming task", he said.

Chairman of the training programme,  the in-charge of the SAGY programme, DPO M.Dirchi urged the trainees to make the most of this training. "We have been doing farm work since a long time but after this training, we will learn how to do things in an easier way. Machines can cut down your working time to less than half, with less than half the effort", said Dirchi. He also informed the villagers that this training programme is just the beginning and depending on the interest of participants more advanced courses will also be made available to the people of this adopted village. "Next we will be conducting a 10 day training programme on electrical wiring, plumbing, etc, and the training will be provided at the ITI", he informed.

A stipend of Rupees 100 per day will be provided to the  trainees along with certificates at the end of the training.

 

 

Karates return with reach haul of medals

ITANAGAR, Aug 26: Showing consistency in their performance, the karatekas of Arunachal Pradesh clinched 16 medals, including five Gold medals, in the just concluded 11th All India Independence Cup Karate Championship at Talkotara Stadium, New Delhi.

Tatung Tama, Tang Narba and Khaketo Mipi struck one gold medal each in individual Kumite (fight) in Boys (Cadet) below 45kg, 52 kg and sub-Junior Boys (12-13 years( respectively.    

Milleno Mamai and Nabam Nasap won one gold medal each in Kumite Cadet Girls  below 40kg and 47kg (14-1S Yrs) respectively.

Niaimun Mara and Toyir Babla playing in Cadet Girls -S4kg category won a silver medal each in Kumite.

Biri Tasso and Kyabo LIyang bagged one silver medal each in Kumite and Kata respectively.

Lipin Ette won one bronze medal each in Sub Jr. Girls (9 Yrs) Kata and Kumite.

Other bronze medalists were Minam Tekseng (Cadet Girls, kumite), Lishu Tossu (Junior Boys -50kg, kumite), Ram Giba (Cadet Boys -63kg, kumite, Likha Ame (Senior Girls -61kg, kumite) and Mui Ama (Senior Girls -68kg, Kumite).

Meanwhile, Arunachal Karate Do Association President Shihan Likha Tara and General Secretary Sensei L Marik have expressed their happiness over the outstanding performance of the karate team.

The team was led by Sensei Prakash Limbu as a Team Coach and Wangcha Lowang as Team Manager.

Saffron elements creating rift in society

Ever since BJP government came to power at centre, the saffron elements are trying to spread their wings throughout the country which is causing unrest in some region. The RSS-VHP duos are poking nose everywhere and their activities has potential to create rift in the society. What is worrying is that from all account it looks like central government has given free hand to these saffron groups to operate without any fear. Latest flashpoint in this regard is emerging from Nagaland where local people have expressed deep anger over Centre's decision to commemorate Gaidinliu, a Zeliangrong Naga from Manipur. Due to this move the people of Nagaland has opposed Construction of the Rani Gaidinliu Memorial Hall in Kohima.

Gaindinliu was a follower of the Heraka religious movement. The Nagas alleged that VHP-RSS are trying to trying to integrate Heraka and Hinduism though there is nothing in common between the two religious practices. Such move in the Christian dominated state has extremely angered the indigenous people. The Naga civil society bodies are up in arms against centre’s decision to eulogize Gaidinliu and Heraka religious movement. They see this as direct threat to their religion and are questioning role of RSS-VHP. This latest flashpoint has potential to damage the Naga peace process which recently entered new era of optimism following the signing of peace accord between NSCN (IM) and Govt. of India. The accord was signed after years of violence. Government of India cannot afford to alienate the Nagas as it may further push them back to insurgency. Such scenario will adversely affect the whole North East region. NDA government should understand that people of India irrespective of caste, religion, region etc has elected them. They should stop giving free hand to the saffron elements as it may damage the social fabric and potentially hurt the nation in the long run.

Fresh scented garbage

Dear Editor,

With mushrooming of colorful private residential buildings in our twin capital, we can see lots of garbage and trashes that are thrown nearby the compound, surroundings and on the roof of govt. quarters, by tenant and some people who are residing in the private buildings. Due to heavy rainfall, the waste materials that are thrown from the buildings are not only emitting harmful foul rotten smells but are clogging the drains and making it a place for mosquito to breed in. As we can see, there is already increasing rates of malaria and dengue cases in our state, which are caused due to unhygienic surroundings.

Therefore, I would like to request the private resident owners, tenant and the people who reside in private buildings not to throw any kind of garbage’s in the neighbors’ compound and surroundings. Keeping our surroundings clean will only help in the betterment of our society.

Extreme flop engineering

Dear Editor,

The Extreme flop engineering by Arunachal Engineers/ Govt/ Contractors is apparently visible now days in the ongoing Barapani area road elevation work where the actual requirement was a proper drain. Even a common layman like us can see the flop engineering work which is surely not a developmental work but wastage of public exchequer only. The traffic problem has and is being more aggravated by this work as the road sides will remain slope and no vehicle can overtake and park there, Road sides has become swimming pools. One driving on that road is sure and compelled to remember our great govt engineers, concerned Minister and great contractors of this state. One and all is surprised why capital drains are not constructed and if constructed why for name sake only? Arunachal is having distinction of two parallel drains (Bank Tinali) and more intriguing is that none of them are of proper use and none of them are constructed properly and purposefully. Even the road side roads (if exists) are on higher level where water from road cannot go. The roads practically remain like drains. Why the people and engineers do not understand that road waters should gently slope down to drains? There should have been a rule that under no circumstances the side roads, connecting side roads etc be on higher level than the main road. Road is essential and should be on first priority for all and this should be understood by all.

APCMUHIS facility needed

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention of the concerned authorities toward the hardship faced by the downtrodden public of the Itanagar area in getting the benefit associated with the introduction of Arunachal Pradesh Chief Minister’s Universal Health Insurance scheme or in getting proper and affordable health service. APCMUHIS, a noble initiative of our beloved honourable chief minister Nabam Tuki ,wherein every Arunachalee is entitled for a cashless treatment worth Rupees Three lacs in any empanelled hospital. But to a utter surprise, RK mission hospital despite being empanelled under APCMUHIS has failed to provide cashless treatment to its patient. APCMUHIS is like an ATM without a balance or zero balance in RKMH.

Whereas, the humanitarian or social services conducted by the R.K.Mission authorities is beyond any doubt to the citizens of Arunachal Pradesh, whether it’s in the form of providing quality education to the children or better health facility to the patients. So, our question is why the reputed medical institution is behind in providing cashless treatment to its patients, when all the institution, even private one are running a rat race for it.

It’s the only hospital where most of the patients of itanagar depend for their medical treatment.

Therefore, it’s the prayer from the aggrieved patient of Itanagar to start accepting APCMUHIS in the RK Mission Hospital for the service of the mankind and make APCMUHIS a grand success.

The dilemma of AP

Dear Editor,

I would like to highlights my view point regarding the use of shortened form of our state Arunachal Pradesh as AP. In our country everyone know AP is the short form of Andhra Pradesh then what is the short form of Arunachal Pradesh? Is it A.P or Ar.P? Everywhere we see as in signboard where short form AP is used and now we prefer using AP instead of Arunachal Pradesh. Within the state it is not a problem but when we are outside, the confusion can be great and sometimes it can put us in great shock.

A few days ago i had opened The Times of India news site on mobile site and I saw the headlines “Congress MLA among 5 dead in train mishap in AP”. It shocked me more and I was worried that the incident had happened in Arunachal.

When maximum peoples think A.P is Andhra Pradesh then what should be is the short form for Arunachal Pradesh?

So my request to the concerned authorities is to look into the concerned lines seriously so that there are no further confusion.
